2、Instructions to Bidders

(1)Fair and just competition;

(2)Bidders are not allowed to collude with each other in quoting prices;

(3)Bidders shall not exclude other bidders;

(4)Bidders shall not harm the legitimate rights and interests of the auctioneer or other bidders;

(5)Bidders are not allowed to collude with auctioneers in bidding;

(6)Prohibit bidders from bribing auctioneers;

(7)Bidders shall not resort to fraud or deception in the name of others or in any other way to win the bid;

(8)The winning bidder shall not transfer the winning contract to others;

(9)If any of the above situations occur, upon discovery, the auctioneer has the right to confiscate the bid security, render the winning bid invalid, and immediately terminate the contract. All losses resulting from this shall be borne by the bidder;

(10)The prerequisite for all bidding units to participate in bidding is that they must fully respond to and accept all requirements of the auction documents;

(11)If there are any changes or supplements to the auction matters, the GMS platform's supplementary notices, announcements, or auction bidding documents shall prevail;
